FAN MAIL: Question the Euroleague's experts on rule changes
Euroleague fans, with the new 2008-09 season just weeks away, it's not only the teams, players and coaches who are getting ready for more thrilling basketball. This week in Zagreb, Croatia, more than 100 Euroleague Basketball referees are meeting for their 17th clinic this decade to make sure that they, too, are prepared to continue their ongoing improvement. Among the issues those officials will be studying are a series of rule changes being implemented this year that affect everything from back-court violations to offensive foul calls, and plenty in between. Since fans also need to understand those rule changes, Euroleague.net is offering a unique preseason opportunity to ask the competition's experts about them. FIBA Rule Changes, Clarifications, Interpretations and Examples for 2008-09

Article.4.3.1
• UNIFORMS

T-shirts are now NOT allowed under players' uniforms.

Article 11
• LOCATION OF A PLAYER

A player who jumps from the front court, catches a ball in the air (and by doing so establishes new team control) and lands in the back court, has NOT committed a violation of Art.30. This includes the opening jump ball situation.

Article 18
• TIME-OUT

Time-out is granted for both teams when the clock is stopped and the ball is dead. • Also following a successful final or only free throw during the last 2 mins of the 4th period and for the offensive team if a goaltending or interference violation is made by the defensive team

• SUBSTITUTION

Substitution is granted for both teams when the clock is stopped and the ball is dead. Also following a successful final or only free throw during the last 2 mins of the 4th period and also when this followed by a throw-in at the centre line opposite the scorer´s table.

Also if a foul is called between free throws. In this case the free throw(s) will be completed and a substitution/time-out will be permitted before the new penalty is administered.

Article 24.1.1
• DRIBBLE

A dribble starts when a player deliberately throws a ball against the backboard or the floor and touches it again before it touches another player.

Examples:

a/ A4 has not yet dribbled, when A4 throws the ball against the backboard and catches it again, before the ball has touched another player.

Interpretation:

After catching the ball (ball comes to rest in his hands), A4 may shoot or pass but may not begin a new dribble.
However, if after the rebound A4 taps the ball with one hand beginning immediately a new dribble, everything is legal.

b/ After ending a dribble and either in the continuous motion or standing still, A4 now throws the ball against the backboard and catches it again before it has touched another player.

Interpretation:

A4 has committed a violation for making a new dribble.

Article 25.2.3
• TRAVELLING

It is LEGAL if a player dives to the floor for the ball and SLIDES on the floor whilst holding the ball.

Article 28.1.3
• 8 SECONDS

The ball goes into the front court when BOTH feet of the dribbler AND the BALL are simultaneously in contact with the front court. Failure to do so within 8 seconds is a back court violation.

Examples:

a. A4 is dribbling from the backcourt to the frontcourt. In one moment when both his feet or one of his feet is in the backcourt, he stops progressing forward and stands still continuing to dribble the ball in his frontcourt. Do we have a violation?

Interpretation:

According the former rule, we have the violation “ball returned to backcourt” immediately after the first tap of the ball in the frontcourt.
According the new rule, everything is legal. Despite that the ball touched the frontcourt more than once, the ball in no moment has been considered to have passed to the frontcourt as one or both feet of the dribbler were all the time in his backcourt.

b. A4 is dribbling the ball from backcourt to frontcourt. Approaching the centre line, he is pressed tightly by B4. He changes the direction of his movement and continues to dribble along the centre line, tapping the ball once in his backcourt and once in his frontcourt. During the dribble, he is straddling the centre line with his feet all the time. Do we have a violation?

Interpretation:

According the former rule, we have the violation “ball returned to backcourt” immediately after the first tapping of the ball once in the frontcourt and once in the backcourt (or vice – versa).
According the new rule, everything is legal because in no moment during the dribble both feet of the dribbler and the ball were simultaneously in the front court.

c. A4 receives a pass from B4 from his backcourt, while he is straddling the centre line. Is the ball considered as already gone to the team’s frontcourt?

Interpretation:

Yes, Because, while receiving the ball, one of his feet is in his front court.
This case is totally different from the case: dribbling the ball from the backcourt to the frontcourt.

Article 29
24 SECONDS (Article 50.2.)

The 24-second clock shall be stopped and reset to 24 seconds when the ball touches the ring of the opponent's basket after a shot or a pass (unless the ball lodges on the basketball support).

Article 30.
BALL RETURNED TO THE BACK COURT

However, it does not apply to a player who jumps from his frontcourt, establishes new team control while still airborne and then lands in his backcourt.

Examples:

a. A4 dribbles in his backcourt and then passes the ball to his teammate A5, who is also in the backcourt near the centre line. Opponent B5, who is pressing tightly A5, jumps from his frontcourt, catches the ball while still airborne and lands in his backcourt. Do we have a violation?

Interpretation:

According the former rule, we have the violation “ball returned to backcourt”.
According the new rule, this is a legal action as B5 established NEW team control while still airborne.

b. A4 dribbles in his backcourt and gives a long pass to his teammate A5 in his frontcourt. A5 jumps in the air from his frontcourt, catches the ball while still airborne, and then lands in his backcourt. Do we have a violation?

Interpretation:

According the former and the new rule, A5 has illegally returned the ball from his backcourt to his frontcourt, because catching the ball while still airborne, he didn’t establish a new team control.

c. A4 dribbles from the team A backcourt and comes to a stop straddling the centre line while still dribbling. A4 then stops the dribble and immediately passes the ball to A3 who is in the team B backcourt.. Has A4 illegally returned the ball to the back court?

Interpretation:

Yes!! When A4 ends the dribble while straddling the centre line, the new rule no longer applies and the ball is considered to be already in the team A frontcourt. Therefore when A4 passes the ball to A3, the ball is illegally returned to team A backcourt.

d. On the jump ball that begins the 1st period, the ball has been legally tapped by A4. His team mate A3 jumps from the team A frontcourt, gains control of the ball in the air and then lands in the team A backcourt. Has A3 illegally returned the ball to the backcourt?

Interpretation:

No! A3 controlling the ball in the air has gained a NEW possession of the ball and his landing in the team A backcourt is perfectly legal.

Article 31
GOALTENDING/INTERFERENCE

It is a violation if a defensive player puts his hand up through the net to play the ball on a shot, pass or after the ball has touched the ring.

Grasping the ring by either offensive or defensive players is a violation.
When a ball rebounds from the ring it is a violation for any player to touch the ball if the referee´s whistle has been blown whilst the ball was in the air or in the hands of a player in the act of shooting

Article 36
UNSPORTSMANLIKE FOUL

If a defensive player causes contact with an opponent from behind or laterally in an attempt to stop a fast break and there is no opponent between the dribbler and the basket, an unsportsmanlike foul shall be called

A player who commits 2 unsportsmanlike fouls in the same game shall be disqualified after the second offence.

Article 38
TECHNICAL FOUL

A player who uses excessive swinging of the elbows (WITHOUT CONTACT) shall be charged with a technical foul and (WITH CONTACT) shall be charged with an unsportsmanlike foul

SEMI - CIRCLE RULE
To be used in ULEB competitions during 2008-09

Article 2.2. Semi-circle
PENETRATION PLAYS. (Shot or pass). Any penetration plays from outside the restricted area into the semi-circle area, finishing with a shot or pass and then contact with a defensive player inside the semi-circle, shall NOT be called as an offensive foul NOR defensive foul unless either player is creating ILLEGAL contact.

JUMP SHOTS. Any jump shot that begins outside the semi-circle and finishes inside the semi-circle shall be judged the same as in penetration plays.
ONE VERSUS ONE PLAYS. A one versus one play that develops inside/outside the restricted area shall be judged according to normal regulations regarding contact i.e. legal guarding position, cylinder etc. Any illegal use of the body, arms, legs or pushing by either player shall be penalised. This has nothing to do with the semi-circle rule.

DEFENSIVE PLAYER. For a defensive player to be considered WITHIN the semi-circle, ONE or BOTH feet must be on or inside the outer edge of the semi-circle line.
A defensive foul should NOT be called on a defender standing within the semi-circle when contact takes place with an opponent UNLESS he is taking an illegal position (i.e. moving) or illegally using his arms, legs or body

ENDLINE to BACK LINE of SEMI-CIRCLE. The area behind the semi circle (backboard) to the end-line is considered a part of open court and all contact is governed by the normal regulations regarding contact. Contact in this area has nothing to do with the semi-circle rule.

REBOUNDING PLAYS. Once an attempt for goal has been released and a rebound situation occurs, any following contact shall be judged according to normal regulations regarding contact e.g. cylinder etc. This has nothing to do with the semi-circle rule.
